I would assume "compliance" refers to either a minimum number of meets or a certain manner of scoring against other DI teams. I recall things being a bit different in that respect whenever DI teams attended the Willamette meets.
Compliance relates to the number of DI competitions. Unfortunately, because of the distance between teams in the northwest, DI competitions are a little more difficult. This used to be a bigger meet.
